Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Wednesday bagged an award of excellence from the Bureau for Public Procurement (BPP) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The Governor received the award during the opening ceremony of a 2-Day Public Procurement and Enlightenment Workshop for Executive Council members and top government functionaries at the Unity Hall, Government House, Asaba.

Represented by his Deputy, Sir Monday Onyeme, Ph.D, the Governor reaffirmed his administration’s unwavering commitment to transparency, accountability, and the prudent management of public resources.

He revealed that the state executed projects worth over ₦654.5 billion in 2025 completely debt-free.

The Governor said, “our administration recognises that an efficient procurement system is essential to good governance.; this has informed our efforts to strengthen institutional frameworks that promote openness, fairness, competition, and value for money in project execution.

“The importance we attach to this responsibility is reflected in our investments; in 2025 alone, Delta State committed over ₦654.5 billion to procurement activities involving contracts valued at ₦25 million and above, resulting in the award of 362 contracts across key sectors, including roads, education, healthcare, and other strategic infrastructure.

“Significantly, these achievements were recorded without borrowing; through fiscal discipline, prudent financial management, and strict adherence to due process, we have continued to fund major projects while maintaining the financial stability of the State.

“This demonstrates that responsible governance and sustainable development go hand in hand.

” As such, I am pleased to welcome you to this 2-Day Public Procurement Enlightenment Workshop for members of the State Executive Council and other top government functionaries.

“I commend the Delta State Public Procurement Commission for organising this timely programme, with the appropriate theme: Understanding the Delta State Public Procurement Law, 2020. The theme is both relevant and strategic, as it speaks directly to our administration’s commitment to transparency, accountability, and prudent management of public resources.

“The Delta State Public Procurement Law, 2020, provides the legal and institutional framework for achieving these objectives; a sound understanding of its provisions is therefore essential for all public officials involved in planning, approving, and executing government projects.

“Public procurement is one of Government’s most important responsibilities; it is the process through which public funds are transformed into roads, bridges, schools, hospitals, water projects, and other critical infrastructure that improve the lives of our people.

“This demands the highest standards of integrity, professionalism, and strict compliance with established procedures; beyond project delivery, we remain committed to ensuring that every naira spent delivers measurable value to our people.

“We will therefore continue to deepen procurement reforms and strengthen the capacity of the Delta State Public Procurement Commission through sustained funding, manpower development, and institutional support.

“A stronger Commission will enhance compliance, improve efficiency, and reinforce public confidence in government processes.

“I am particularly pleased that this workshop is being facilitated by distinguished experts and institutions at the forefront of procurement regulation and anti-corruption efforts in Nigeria; I sincerely appreciate the Chairman of the ICPC, Dr. Musa Adamu Aliyu, SAN; the Director-General of the Bureau of Public Procurement, Dr. Adebowale A. Adedokun, FCIPS, ACTE; and all the resource persons who have graciously accepted to share their knowledge and experience with us.

“Your presence underscores the importance of collaboration in building procurement systems that are transparent, accountable, and resistant to abuse; we value this partnership and look forward to its outcome leading to lasting benefits for governance and service delivery in Delta State.

“To all participants, I urge you to engage fully in this workshop; as we deepen our understanding of the provisions, principles, and requirements of the Delta State Public Procurement Law, 2020, let us remain mindful that compliance is not merely a legal obligation; it is a cornerstone of good governance.

“The knowledge gained over the next two days should translate into greater adherence to procurement regulations, better decision-making, and a stronger culture of accountability across all Ministries, Departments, Agencies, and institutions represented here.

“As custodians of public resources, we must remain guided by the principles of integrity, transparency, fairness, and value for money; these principles are central to the successful implementation of our M.O.R.E Agenda and the sustainable development of our State.”

Director-General, Bureau for Public Procurement, Dr Adebowale Adedokun while presenting the Award of Excellence to the Governor, stated that Governor Oborevwori has performed creditably well in managing the resources of the state.

Chairman, Delta State Public Procurement Council, AIG. Bar. David Igbodo (rtd) in a welcome address, said, “this workshop reflects the unwavering commitment of the Delta State government to institutional excellence, transparency, accountability, and strict compliance with the Delta State Public Procurement Law of 2020; it is another demonstration of government’s resolve to strengthen procurement governance through continuous capacity building and stakeholders engagement.

“Governor Oborevwori’s leadership has continued to give practical expression to the principles embodied in the procurement law.

“His administration has consistently demonstrated that compliance with due process is not merely a statutory requirement but an essential instrument for achieving good governance, consequently, the state has witnessed the execution of high-quality projects that deliver value for money and stand the test of time.

“Indeed, the impressive progress being recorded in the implementation of the MORE Agenda is closely connected to this commitment to due process by ensuring that only the most qualified contractors undertake public projects.”
