Delta State Deputy Governor, Sir Monday Onyeme, FCA, has said that Governor Sheriff Oborevwori’s administration is committed to the training and retraining of civil servants to equip them with modern skills for effective service delivery.

Sir Onyeme stated this on Wednesday while declaring open a one-day workshop on “Effective and Efficient Government Policy Formulation And Implementation,” organized by the Office of the Senior Policy Adviser to the Governor, at Asaba.

The Deputy Governor noted that the workshop which was initiated for officers on Salary Grade level 15 to 17 in the Delta State Civil Service, is expected to avail them the opportunity to acquire new knowledge and to apply it in ways that enhance government operations and service delivery.

The Deputy Governor said that the MORE Agenda of the State government was carefully designed to deliver optimal governance to the people and prepare the state for future challenges.

According to him; “the theme of this workshop, ‘Understanding the MORE Agenda in Policy Formulation,’ is not only relevant but timely.

“I am particularly delighted to be here because we believe that learning is a continuous process.

“As it is often said, the moment one stops learning, one begins to decline.

“I commend the Office of the Senior Policy Adviser for organizing this initiative, and I am confident that the resource persons selected to speak today are seasoned professionals in their respective fields.

“To the participants, your presence here is not enough; I urge you to pay close attention to the lectures; you are expected not only to acquire new knowledge but to apply it in ways that enhance government operations and service delivery.

“As participants, you should be ambassadors of this knowledge by sharing it with your colleagues.

“I encourage you to participate actively and become true agents of the MORE Agenda, working together to give Deltans more.”

In a welcome address, the Senior Policy Adviser to the Governor, Rt. Hon. Funkekeme Solomon said understanding the M.0.R.E. Agenda in policy implementation was to underscore the importance of adopting a collective approach to policy formulation and implementation with the
objective of achieving desired results.

He noted that, the vision of the MORE Agenda will be difficult to realize if the civil service and other vision helpers do not understand it or are not carried along.

According to him; “while the essence of government lies in the structures and institutions that exercise authority and make decisions for a society, governance encompasses the processes and practices through which those decisions are made and implemented”.

Also in her remarks, the Head of Service, Delta State, Mrs Minimim Oseji, asserted that policy implementation in terms of human capital development, should not be limited to just training and retraining of officials.

Mrs Oseji called for ways on how to evaluate such training in order to ensure that issues of attitudinal change, absentism, ghost workers, age falsification as well as late coming to work by public servants are addressed and that the training have impacts.

“We need to determine what is the ideal public servants, what is the ideal officials and we need to ensure that our training have impacts,” she said.
